Niigata Rainbow Perch vs.  Tokyo Sky Tree The Tallest Building in Niigata is the Niigata Bandaijima Building that is the Hotel Nikko Niigata. The size of an observation deck would have to be taller than many other buildings and substantially larger than the Original Rainbow Tower (100 meters) in Bandai City because of the growing cityscape. A Tower that has nothing impeding its view is the the Kobe Port Tower (100 meters), however towers like the Osaka Abeno Harukas (300 meters) are hard to see in a large-city. It is unlikely that the building would have to match the size of Tokyo Tower (1092 meters) and Tokyo Skytree (2080 meters),  To truly be iconic the "Niigata Rainbow Perch" would ideally offer more than just height. Niigata Station (新潟駅, Niigata-eki). Cocolo :  The Station is known as "The Heart of Niigata City" and it would be designated into areas and that would make it an easy-to-understand way to navigate.  Niigata Station Area Development Project:  In 2024, the added areas were on the 2nd Floor: Niigata Station East-Side & Niigata Station West-Side. A upgraded Niigata CoCoLo changed their slogan to "Change Your Flow", because Niigata Station has went from someplace that looks empty into a bustling atmosphere. The floors have a sense of openness (corridors like spiral staircase), a lot of depth with a lot of detail involved, it gave a sense of a urban city like Tokyo yet it was Niigata.   Nishibori Rosa, Furumachi, Chuo Ward, Niigata City, Niigata Prefecture. It is a shopping arcade that started in 1976 called “Largest Underground Mall on the Sea of Japan Coast”. It opened during the peak of the bubble economy and there were many families living near the area at that time, so at its peak, recorded 5 billion yen (approx. $34 million) in annual sales in 1991 (Heisei 3). After the bubble burst the  performance rapidly deteriorated and as people left for work else where it became much less crowded. A succession of young-oriented complexes like Niigata WITH, Placa Niigata , NEXT21 , Billboard Place , and Decky 401 , as well as large-scale suburban commercial facilities, were built in the city and Rosa would need to pivot or be lost to time.
